We have less than 13 weeks left of session and committees increasing the number of bills heard. Today is the final day to have policy-related bills heard in both chambers. Whereas the first deadline related to securing a hearing in either the Senate or House, the second deadline, which is today, means that if you have not secured a hearing in both chambers by the end of the day, it is likely your policy bill ends here.
 
Homes for All Bills Heard This Week
Several Homes for All bills were heard this week. Most of them were laid over for possible inclusion in the committee’s omnibus bills. This essentially means that while the committee chairs create their package of recommended bills, bills laid over will be considered. There are many bills being considered for inclusion, so it is important to stay in the hears Chairs as they make their decisions.

  • Homes for All Health and Human Services (SH1864, Utke): Heard in the Senate Human Services Reform Finance and Policy Committee and laid over for possible inclusion
  • Local Housing Trust Fund (SF1961, Lang): Heard in Agriculture, Rural Development & Housing Finance Committee and laid over for possible inclusion
Bills heard in the MN House of Representatives:
  • Homes for All Minnesota Housing Finance Agency (HF1151, Hausman): Heard in the House, Housing Finance and Policy Division Committee and laid over for possible inclusion
  • Homework Starts with Home (HF1401, Howard): Heard in the House, Housing Finance and Policy Division Committee and laid over for possible inclusion
  • Local Housing Trust Fund (HF1402, Howard): Heard in the House, Housing Finance and Policy Division Committee and laid over for possible inclusion
  • Housing Omnibus Policy (HF2542): Heard in the House, Housing Finance and Policy Division Committee and referred to the House Ways and Means Committee. The bill includes the following provisions:

HF495 (Noor) Residential lease requirements amended
HF1511 (Hassan) Eviction case court files discretionary and mandatory expungements eligibility expanded, and pending eviction case court actions public access limited
HF1571 (Howard) Manufactured home parks closure or modification procedures modified
HF1574 (Hornstein) State’s investment maximized, displacement prevented, and rental housing projects financed at least in part by the Housing Finance Agency required to be affordable for at least 30 years
HF2017 (Howard) Manufactured home park relocation trust fund changes made
HF2273 (Her) Housing tax credits allocation requirements and limitations repealed
HF2542 (Hausman) Minnesota bond allocation act relating to housing bonds modified

House and Senate Budget Targets
Budget targets for the House and Senate have been released. The targets are spending blue prints for committees and tells committee chairs much money to allocate for approapration bills. Minnesota has a projected $1.05 budget surplus and lawmakers are deciding on how to spend some of it. You can find the Senate targets here and the House here
