Application Package for Homeless Programs

For the FY 2008 – 2009 Biennium

The Minnesota Department of Human Services (DHS) Office of Economic Opportunity (OEO) announces the anticipated availability of Emergency Shelter Grant Program (HUD-ESGP), Emergency Services Program (ESP), and Transitional Housing Program (THP) funding.  Funding under these programs may be used to pay the costs of providing homelessness prevention services, shelter, transitional housing, and supportive services to homeless persons. 

Eligible applicants include non-profit organizations, local units of government and tribal governments. Funding is anticipated to be awarded for a two-year period beginning July 1, 2007 through June 30, 2009. Agencies with successful applications will be notified by mail of the funding source and amount awarded. At that time, additional documents will be required for contract processing.

To be considered for funding under these programs, you must:

    1.      Email one electronic copy of the application forms to: kadra.bade@state.mn.us  by Friday, March 30, 2007. Include your agency’s name in the email and in the application file name (i.e. Your Agency Name.doc)

    1.      Mail two hard copies of the application, POSTMARKED by March 30, 2007, to:

Faxed copies will not be accepted.

Applications that do not follow the application format or do not use the forms provided will not be reviewed.  Do not send documents that are not requested in the application, or use report binders or hard covers.

This application is structured to allow agencies to apply for funding for specific homeless activities, such as emergency shelter or transitional housing. This is not an application for a specific funding source. The OEO will determine the most appropriate funding source for the proposed activity(s).

Agencies must indicate in their application which funding sources they will accept. Once the OEO has awarded funds, agencies may still choose whether or not to accept the proposed funding source. While the exact amount of available funding will not be determined until the end of the 2007 Minnesota Legislative Session, we hope to accommodate agencies’ requests to the extent possible.
