There are 13 Continuum of Care (CoC) regions in Minnesota.

In 1994, the U.S. Department of Housing and Urban Development (HUD) introduced the CoC model to encourage communities to address the problems of housing and homelessness in a more coordinated, comprehensive, and strategic fashion.

Through this regional approach, communities identify the size and scope of the homeless problem, inventory the specialized and mainstream resources available, rank the community’s needs in order of priority, strategically plan the range of services and housing that should be implemented to address homelessness, and identify available leveraging resources that can be used to address homelessness.

The CoC regionals also act as an application to HUD for McKinney Homeless Assistance funds, which are made available through a national competition announced each year in HUD’s notice of funding availability (SuperNOFA).
