2010 Legislative Priorities

Ensure budget isn’t balanced on the backs of people experiencing or at-risk of homelessness.
Lawmakers have to balance a $1.2 billion deficit for the remainder of FY 2010-2011.  The State is also facing a $5.4 billion deficit for FY 2012-2013 (not including inflation).  MCH will work to keep our members, allies, and the media informed about proposals that balance the budget on the backs of people experiencing or at-risk of homelessness.

Shelter, Transitional Housing, Runaway & Homeless Youth Act funding (SF 2026 / HF 1491)
Emergency Shelter – Increase funding by $300,000/year - Minnesota currently funds homeless shelters at $300,000/year.  Over-flowing shelters turn away over 1,000 people on a typical night.  MCH seeks to restore shelter funding to 2008 levels:  $600,000/year
Transitional Housing – Increase funding by $375,000/year - Transitional Housing provides rental assistance and case management services for up to 24 months.  MCH seeks to restore transitional housing funding to 2008 levels: $5.9 million
Runaway & Homeless Youth Act – Increase funding by $400,000/year - The Runaway & Homeless Youth Act provides funding for a wide range of services for homeless and at-risk youth.  MCH seeks to restore RHYA funding to 2008 levels: $500,000/year

General Assistance Medical Care (SF 2168 / HF 2680)
Restore GAMC to the approximately 75,000 sickest and poorest Minnesotans who rely on this program for their survival.

Emergency General Assistance
MCH will actively support efforts to reinstate funding for Emergency General Assistance.
